I'm having the same issue. I can't file until this is fixed.
We are updating the room and board section. If you have a taxable Q and need to enter that section, it will be updated this weekend, hopefully by Friday night.
Of course, if your Q isn't taxable, you don't enter it at all. IRS Publication 970, Tax Benefits for Education states that nontaxable distributions should not be entered.
I just updated TT (I have TT H&B 2025 Desktop version) today (2/26/26) and now it has the proper room/board field in the easy step interview for the federal return. However, even after data is properly entered and passed the federal validation, when I tried to run the OR state validation, it still says 1099Q is still being worked on. Is this expected to be updated by the end of this week?
We are expect the Q tomorrow sometime so this weekend should work.

I am glad to hear this, but the issue still does not seem to be fixed on my end. Is there an update to this message?
I just spoke at length with phone support attempting to get them to acknowledge that there was even a problem and get a case or bug number for an investigation. They continued to blame the State of Oregon for not updating something, which is just utter nonsense. Their backend support refused to open a new case and give me a reference number. They escalated me up to the "Resolution Desk" who just hung up on me. I'm on the verge of demanding a refund for the Oregon State software, this is terrible support.
Other users experiencing this issue -- please contact support as well. This is not going to get fixed until enough people complain.

Does anyone have any update on this? I spent two hours on chat support and went through everything last week, including deleting the state return and re‑entering it, but nothing fixed the issue. The person who assisted me was very nice and genuinely tried to help, but it turns out this is a software problem on TurboTax’s side. I was told there would be a major update over the weekend that should resolve it, but the issue is still not fixed, and I’m stuck in the same loop.
What’s especially frustrating is that this happened after I finished my federal return and paid the filing fee. My federal due has already been taken out, and I was counting on receiving my state refund around the same time. If anyone from TurboTax is reading this thread, please address this with a sense of urgency. Many of us are stuck and unable to file because of this bug.

Do you have the Portland ARTS form in your return? It is causing issues filing with OR. The Portland authorities have yet to approve the e-file.
I'm filing multiple Portland returns for family members. The one with this 1099-Q issue does NOT have the Portland ARTS return (but for another family member, yes, I'm well aware that is having e-file issues still -- see my comments in another thread).
Not sure about other users who reported here, but I do not have Portland ARTS form in my state return. When running state validation, the same 1099-Q not ready message is still there, with the latest software and updates.
