The question applies only to the W-2 that you are entering. It is asking whether you earned the income on that W-2 while you were an inmate or lived in a halfway house. It is not asking whether you were an inmate at any time during the year.

When TurboTax asks if you earned income as an inmate or in a halfway house, there is no minimum time requirement. It would applies to any income earned while in a penal institution, work release program, or halfway house during the tax year. This question is for calculating the Earned Income Tax Credit (EITC), as income earned while in a penal institution, halfway house or work-release program does not qualify for EITC.
