When I was filing: One of the latest question, say something like Consider applying this year's refund to your 2019 tax liability and avoid a penalty. I should put yes or no

Most taxpayer's answer "no" because they want to receive their entire refund versus letting the IRS keep all or a portion of there refund, as a prepayment on next year's taxes. The taxpayer's who choose "yes", generally have income that is not W-2 income (where income taxes are paid through payroll).
