When I try to edit the section related to the Child Tax Credit Turbo Das takes me to a section related to tax relief. I believe that this is an error with the system?

It's not an error. Everyone will see that. It’s referencing the law that was signed to provide relief to victims of Hurricanes Harvey, Irma and Maria in 2017. 

It won’t affect most taxpayers, so if it doesn’t apply to you, just answer No and continue through.
