When I printed out my taxes a estimated tax form popped out telling me I owe 382 dollars every quarter. Prior to that I changed my withholdings out of my check. Do I have to pay the estimated taxes?

No, if you changed your withholding to cover the potential shortage for 2019, then you do not have to pay the estimated payments for 2019.
