When I finished "income and deductions" a "2017 Tax Liability" of $15,820 was the next screen. I used Turbo Tax and paid $1,542 to IRS for 2017. Why do I owe $15,820?

The 2017 tax liability number is probably the total tax that you paid on your 2017 return based on your taxable income.  If you only paid a balance due of $1542, the remaining part of that liability was covered through your withholdings or tax credits.  That does not mean that you owe anything else with regard to 2017.
