"When filling out the RTA fee for vehicle licensing, Turbo tax won't let me enter a value of zero. Why?"

This occurs when TT is checking for errors.  It says there's a problem with car licensing, then says that the RTA value cannot be less than zero.   It seems that TT doesn't recognize an RTA value of zero.

It seems you can't leave blank lines in the middle of the form, even though you might have paid for that vehicle in the previous year. You have to delete all the blank lines and move new entries up.
