When filing form 982 for cancelled debt, do I still include the amount in the other income section or just put it on the form 982?

You will include it as Other income and then if it is excluded totally or partially you will have another entry based on the form 982 for a negative amount.

1099C $1,500 income from Credit Card

982 -$1,500 Form 982 due to being insolvent.
