When entering my retirement form general motors

After entering all information on my 1099R form, it asks if this is an early withdrawal and then it wants to know if I recieved a disastor relieve . 'Why and has this to do with my retirement ? Almost every year this is a big hang up with this program, cant you ever get it right this is a private retirement program .

This question is asked because there are people in federal disaster areas who dipped into their retirement accounts to survive a federal disaster---they do not have to pay the early withdrawal penalty.  So it asks you about disasters.

But it thinking that I made early withdrawals on my retirement and this is my monthly retirement payments form general motors.
