When can we claim the 2023 EV tax credit?

I'm planning to buy a tesla model 3 and was wondering if I can file for the tax credit along with the 2022 tax returns.

If you buy in 2023 then you cannot take a credit in 2022 ... and check carefully as most Teslas are no longer elegible for a credit.

I received a letter from the IRS which stated that I did not claim the child tax credit and I AM eligible. Can you tell me if that is accurate information?
