Not until mid January when you can submit the efile.  You can have the fees taken out of a federal return when you file.  But the filing part is not ready yet so you have to wait.

Save yourself $30 by buying  a prepaid debit card for $5 & loading just enough on it to pay the TT fees and  then use it to receive refund.
