When can I file my state income tax return?

Did you already file your federal?  You have to wait until Federal is Accepted which won't be until the IRS opens efiling on Jan 23.  So sometime after that.

I have not filed my federal return yet but both are ready to file. TurboTax is saying that I can go ahead and submit the federal return but not this is state return

 It is certainly possible that some states aren't accepting e-files early...so that may be blocking it.

It is safer to e-file after the first of February anyhow......even mid-late February if you have a Brokerage or Mutual fund account.
