When ammending my tax return when i get to step 2 "Your tax payment info" I enter all of my information and then it just brings me back to step 2. How do i pay?

It will accept payment for the IRS but when it comes to my state tax payment it doesn't work

Use the Chrome browser and clear browsing data for all time.

I appreciate the reply but unfortunately this did not solve my problem.
