I’ve “fixed” my return twice now and resubmitted and both times it gets rejected with code S1-F1040-080-03. Whats the problem?

Rejection S1-F1040-080-03 is due to some of the forms (Schedule 1 items) still being updated. Please try again after 01/31/26.

TurboTax Reject Code S1-F1040-080-03 This is a system issue on their end. According to TurboTax, it’s a problem with their software, and they advised refiling on the 6th. They’re currently rolling out an update.

and these e-file tries count towards the 5 limit, right?

No. Rejected e-filed returns do not count toward the 5 allowed e-files. With TurboTax Desktop, you can file up to 5 separate returns.  When a return is rejected and you resend it (even multiple times), this still only counts as one of your allowed five returns.
