It depends. Generally, you should not add any entries that are not on your actual form.
TurboTax will carry your 1099-NEC info to your self-employed work summary. If you lived and worked in the same state all year, TurboTax will transfer this info to your state return. If you earned money in more than one state, or moved during the year, there is a place on each state to show how much you earned in that state.
If your 1099-NEC has numbers in Boxes 5-7, there should be a state in Box 6. If Boxes 5, 6, and 7 are blank, you don’t need to add a state.
