What number should I use if line 15 on a w-2 is blank. Called the company and was told they didn't have a state id number because they don't with hold state tax.

this pay I received was for a disability I had in 2017. it was through my local union. I called them and was told they don't have a state id number.

If no state taxes withheld then leave, 15, 16 and 17 all blank.
