What is this voucher ?

Says I need to print and download it has a voucher on the pdf file and says x amount of $ I need to send in check or money order. Is this voucher holding off my return unless I send it?

This is a payment voucher which is used to pay the outstanding tax liability.  In your case, it is what you will use to send in your $3 payment to the State.  If you e-file, this will not affect your return, however, it would be best to send in before April 15th 2018 to avoid late payment penalty added to it.
