What is the 199.99 federal turbo tax fee?

You appear to be using Live Self-Employed which is the most expensive of the TurboTax online products.  It is an upgrade from regular Self-Employed Edition.  It is 199.99 for a Federal return and 44.99 for a state return.  

Regular Self-Employed Edition without the Live feature is 119.99 for Federal and 44.99 for a state return.

NOTE: If you choose to pay product fees out of the Federal refund, there is an additional 39.99 service fee (44.99 for California filers.)

The Live feature allows you to have on-demand help from a CPA/EA during return preparation and a final review of your return, which they will sign.  See this FAQ:

If you don't want the Live feature, you can remove it:
