If you receive a Form 1099-R then you do NOT need to file a Form 4852. Enter the Form 1099-R as received.
If you have received a Form 1099-R, you do not need to file the Form 4852.
Form 4852 serves as a substitute for Form W-2, Form W-2c, and Form 1099-R, and is completed by taxpayers or their representatives when:
Simply remove the form from the program. Here are the steps:
1. Sign into your account, select Pick up where you left off
2. Select Tax Tools, click on the drop down arrow
3. Select Tools
4. Under Other helpful links, choose Delete a form
5. Select Delete next to the Form 4852 and Continue with My Return
I have received my 1099R form and submitted the information but continue getting a message that I cannot file my taxes until I receive a Form 4852. Why?
Yes I did so why won't Turbo Tax let me file my taxes without a Form 4852????

It could be that you accidentally checked the box I need to prepare a substitute
1099-R.
If that is the case, delete the 1099-R and re-enter it again.
To delete form 1099-R:
Click Add a 1099-R to re-enter the form.
