What is Form 1095-A is it the letter stating i received qualifying insurance through my job?

you would get form 1095-A only if you obtained marketplace insurance? (obamacare/aca)

if not then answer no there is no penalty for hot having medical insurance in 2019. the question has even been removed from the return.
