what if I only want to upgrade from free on my federal tax? How do I pay for that only

I can do/file my state taxes on my own. I do not want to pay for state

Sorry--it does not work that way.   If you use a paid version for federal you also pay to prepare the state.  If you do not want to pay for the state you can delete the state and try to prepare it on the state's tax site.
