I am highly confident that any state agency would have sent you some kind of tax reporting document for any thing they paid you for in 2016. If they did not, then it's for one of two reasons.

1) The income is not taxable or reportable on any tax return or was not paid to you in the tax year.
2) The agency that paid you doesn't have your correct mailing address. You may want to contact the agency directly to confirm one way or the other.
