What happens after I press "Transmit my returns now" if I opted into a federal extension? Is there a way to submit only state returns?

If you followed the TurboTax "file extension" prompt, it will transmit only Form 4868 and not your completed tax return.

Make sure to select this extension option rather than using the general "File" button to avoid submitting your tax return prematurely.

You can submit state returns separately, but you typically cannot e-file a state return before the federal return is accepted
