What does it mean when it says "some of the forms you need to complete your federal return haven't been finalized." Is there something else I need to do?

It means you need to WAIT until the forms are ready ... click on the REVIEW tab to see what you are waiting on and when it is estimated to be ready. Until you can clear the FILE tab cleanly you will not be able to complete the FILE tab and submit the return.
