What does it mean irs has not finalized my papers so I can not file my taxes ?

It says I have to wait for its to finalize my papers before I can file my taxes ?? Why

What does it mean irs has not finalized my papers so I can not file my taxes ?

This means that one of the forms you are trying to file has not been finalized by the IRS and they will not accept the tax return until the form is final.
