It means that NY State has fewer returns to process than the federal government and so your federal refund may take a longer time to process..

Also, if you are claiming the earned income credit (EIC) or Additional Child Tax Credit, the IRS can't start processing these returns until mid-February. If your return contains either of these credits, you can track its status at Where's My Refund? starting in mid-late February.
