What does it mean "How much of your 2017 state taxes did you pay in 2018?"

Does it mean the payment made with the extension to file, or the amount of that payment that ended up applying to 2017 taxes? (Which was less than the payment with the extension to file.)  The wording is ambiguous.  If it simply meant the amount that you paid, why wouldn't it say that.  But Turbotax remembered from my history the payment I made and put in $2k into the field.

 

In other words, I paid $2k with the extension just to be safe I didn't underpay, but ended up getting a refund for all of that and more.  Do I put in $2k or $0 into that entry?

What does it mean "How much of your 2017 state taxes did you pay in 2018?"

In the deductions and credits section it  is asking for ALL STATE payments made during the tax year of 2018 ... all 2017 extension payments, 2017 estimated tax payments and any balance due payments for any tax years made during the 2018 calendar year.   Some entries may already be there from the prior tax year ... do not enter the amounts again.

 

Do NOT net out the refund ... the refund was  entered in the income section already.
