If you are the spouse you can sign the tax return. Here is a description of who can sign a deceased person's tax return.

  • Across the top of the return - above the area where you enter your address, write "Deceased," the person's name, and the date of death.
  • You will have to mail the return to be able to do this.
  • If you're a surviving spouse filing a joint return and there's no appointed personal representative, you should sign the return and write in the signature area "Filing as surviving spouse." 
  • If there's an appointed personal representative, he or she must sign the return. If it's a joint return, the surviving spouse must also sign it
  • If there's no appointed personal representative and there's no surviving spouse, the person in charge of the decedent's property must file and sign the return as "personal representative."

What do I say to where my deceased was on December 31, 2020? can I E sign for him?

it's looking for the address where the descendant lived on DOD. you need to file form 1310. 

since an actual signature on the 1310 is required  you must sign, date and mail it to the same IRS Service Center as the decedent's tax return would be mailed to. you can still e-file the return or mail everything.
