What are schedule 3 tax credits? why is this on my return now it was not before?

They are nonrefundable credits such as foreign tax credit, child and dependent care credit and education credits. 

You would have entered something to cause it to be on your return.  Maybe a 1099-DIV that had foreign tax paid on it?
