Does TurboTax lower the return amount w/ unpaid taxes in mind? Had a 2nd job where less than $550 is earned for the year. No fed/state taxes taken out on the W-2.

Well-- the software calculates all of the income you had and the tax liability you have for that income, so yes, if you had a job with no tax withheld, the program accounts for that.  If that lowered your refund, that is because of the amount of tax liability you had for your overall income.  You are not taxed or refunded "per W-2."
