We will have solar installed on the 27th and 28th and it will be paid for at that time. It won't be functional until inspection. Is it deductible for this year?

I read the IRS pub and it says it's considered paid for "when installed". I believe this means we can take the credit this year, even though the inspection and utility company approval will happen next year. Did I get this one right?
