We usually file a PA state return. This year we need to also file one for VT. Can this be done with the same Deluxe program?

Yes, you will just need to purchase the additional state downloads when you get to the state portion of the interview, if you are using TurboTax online version.

If you are using the desktop version, there is one state download included in the price and then you would purchase the additional state. There will also be an e-file fee for e-filing state returns in desktop version. You can find desktop versions here https://turbotax.intuit.com/personal-taxes/cd-download/

NOTE: TurboTax strongly recommends preparing your nonresident state return before you prepare any resident or part-year state returns.
