Want to e-file but W-2 box 18 is blank, but boxes 19 and 20 have values.

I want to e-file but it will not transfer because W-2 box 18 is blank. W02 boxes 19 and 20 have values for NJ tax localities UI/WF/SWF and FLI. Do I enter the NJ State wages/tips box 16 value into local wages/tips box 18?
