VA's new conformity bill added a rebate. Completed forms before bill but did not file. My amount owed is still the same. Should I start my forms over to see the rebate?

Nope, the rebate is automatic for VA tax returns file before (can't remember...july 1st?...need to look that up again)

You don't have to do anything but file in a timely manner...and you've already done that

October is the time the rebate will be issued.

…..."a refund of up to $110 for an individual taxpayer or up to $220 for married taxpayers filing a joint return. In order to receive the refund, taxpayers must file their 2018 state returns before July 1st, and qualifying taxpayers will receive it in October of this year."
