No income from California. Have some investment income such as bank interest, dividends, stock investment and annuity. Do I need to file state income tax?

No. If you are no longer a resident of CA, you do not need to file a CA return as long as you do not have CA sourced income. Bank interest, dividends and stocks would not be considered CA sourced income, so you would not need to file a non-resident return either to report them.
