I saw on the IRS website that he can be considered a resident if he is married to a US citizen.

Yes. You can file a joint tax return if you are a U.S. citizen and are married to a nonresident spouse. And you can use TurboTax and file a regular Form 1040. Your husband will be treated as a resident alien, meaning all your joint worldwide income is taxable to the U.S.
Your husband will need an ITIN or Social Security number to e-file.
