I have made the requisite changes in my Defender profile and I still cannot sign-in to pay for my state tax filing.

Sounds like something got stuck. I know you are using the desktop version, but it still connects to the internet when signing in. You can try these things:
Most TurboTax errors happen because the browser is trying to use an old "session" from a previous visit. By clearing the cache or using Incognito mode, you force the browser to establish a brand-new, secure connection with the Intuit servers.
