Updated underpayment penalty parameters

I filed my tax before the updated penalty waiver parameters were announced by the IRS. The penalty is scheduled to be taken by electronic funding on April 15. Is there anything I can do to file an amended return and stop the payment?

Update  _- rejected by IRS so I’ll refile with updated form 2210 waiver completed

The changes to Form 2210, Underpayment of Estimated Tax by Individuals, Estates and Trusts, are scheduled to be updated in a release currently planned for March 29, 2019.

Clicking on the link in this answer https://ttlc.intuit.com/replies/7339313 takes you to a page that says Help has been moved to a new location, but it is never possible to actually see the changes to Form 2210

The notes are pretty brief, and may not really be the details you want...but you can check anyhow.  Usually, only major errors are pointed out in the notes...subtle changes may not be listed at all.
