If I was charged for reserving a flight in December 2016 for business but took the flight in January 2017. Not claimed in 2016, but can I claim it on this years taxes?

Unfortunately no.
As you used the cash method, you have to amend your 2016 tax return to claim this expense.

Unfortunately no.
