do you need to withhold more tax so you are not liable than the 10% that the government does? how is this done?

The amount you can withhold from your unemployment may depend on what the state unemployment bureau allows you to withhold.   You have to look on your state's unemployment site to see how much they will let you withhold.

The only thing that I understand that can be done is to mark the “withhold taxes “ checkbox when certifying for unemployment benefits. Yet i was penalized last year.

@silvirgirl  Again---that is a matter to sort out with your state's unemployment.   TurboTax cannot help you with how to certify for unemployment or how to enter the information in to your state's unemployment site.  Not sure what you mean by "penalized."   If you did not have tax withheld then some of your unemployment could have been taxable.   Only the first $10,200 was "tax-free" on your federal return.   And state laws vary--some states tax unemployment and some do not.
