Turbotax won't let me efile: 1099-R Box 14a should not be equal to or greater than the gross distribution amount

Subject line says it. Filing Federal and California. I have a retirement account where all of the distribution is withheld for California state tax. Thus on the 1099-R there is $xxx dollars in box 1 (Gross distribution), the same $xxx in box 14(State tax withheld) and box 16(State Distribution) is blank .  In Turbotax if I leave box 16 on that 1099-R blank, I get the message above and cannot file. If I put $0 in box 16 I get the same message. If I put $xxx (the amount of the gross distribution) in box 16 I get the same message. How can I file?

Did see others have asked this question before in other years. Advice was usually to put the amount in box 1 or 2a (which are the same for me) into box 16, but that doesn't fix it for me, as noted originally. Sometimes it was fixed by a Turbotax update, but I'm updated so that is out. Other advice was 'don't have your accountant use the entire distribution for state tax withholding', but that is water under the bridge. Other advice was to mail it in and not efile, I don't want to do that. One person recommended dropping the amount in box 14 by 1 cent and putting the full distribution in box 16 so that now 14a is one cent less than box 16. That fixes the error when I do the Federal and California review, so I'll just go ahead and see if that works.
