TurboTax will not let me enter an ITIN instead of SSN

Where are you trying to enter an ITIN? For what person on the tax return?

What do you mean by "will not let me enter"? What happens when you type the ITIN in the space for a Social Security number? If you get a message, what is the exact message?

In the first screen where you enter First and Last name, it then asks for SSN.  The ITIN starts with a 9 and it just says "invalid SSN" and it is right off IRS records.  Searching through AI it says Turbo Tax has a hard time with US citizen returns who live outside the US.  It is being entered properly with no dashes, tried with dashes etc.
