I want to specify how much I pay in 2025 quarterly taxes because I may be doing Roth conversions early in the year. Turbotax does not allow me to do that.

It is a locked field. The best way for you to change the amounts is to print the forms and then either cross out or white out the number pre-printed and enter your own number. You can also go to the IRS Form 1040-ES, fill them out and put the number there. You will be able to print them there as well.
