TurboTax Deluxe Edition includes Federal form 2210 that allow you to enter annualized income and deductions that are not consistent throughout the year. Without this, TurboTax might calculate a penalty for underpayment of estimated taxes earlier in the year. You would expect that this information would then transfer directly to the Virginia state portion of the return which also requires you to input annualized income to avoid an underpayment penalty. Not only does it not transfer the data, it does not even include the relevant form 760C that is used for this purpose. You may not even know you are being penalized until you receive your return and find that it is less than expected as they just deduct the penalty from the expected amount.
To avoid this penalty, you have to go directly to the VA Tax website to download the form and fill it out separately. This also then requires you to file the state return by mail versus electronically.
To truly obtain the most accurate and highest refund, TurboTax should include the VA form 760C in the Virginia state portion and transfer the information from Federal form 2210 automatically.

The Virginia (VA) Form 760C is supported in all TurboTax products, however the VA return must be mailed if this form is part of the tax file. Watch for this option and selection when you are working on your VA state return.
You can always print your return before you file so that you can review them. You have access to all forms when you choose to print your return in TurboTax Online/Mobile. However you are required to pay before printing, but do not have to file until you are ready.
If you are using TurboTax Desktop you can switch to Forms and review all forms and worksheets.
Saying that form 760C is supported, isn't the same as saying that it is included nor does it say that TurboTax alerts the user that they need to go outside TurboTax to retrieve a form that the user may not even know they need from the VA Tax website.
The point of the original post was a suggestion to improve TT by including the form, a step in the instructions to indicate it needs to be filled in (or better yet, automatically populate it using the information from Federal form 2210), and to include it in the eFile capability. Without the form being included and an instruction to fill it out, the return will potentially result in a penalty that is not warranted.
