"TurboTax prepared my 2017 taxes, but didn't file them "
TurboTax does not prepare a tax return of any type, for any one, for any reason. There are no exceptions. Additionally, TurboTax does not file a tax return, for any one, for any reason. Again, there are no exceptions.
TurboTax only provides the program so that users can prepare and file their own tax return. That's basically it, with nothing more.
It's up to the user to enter necessary data and complete their own return using the program. If the user elects to mail the return to the IRS, then it's up to that user to print, sign and mail it themselves. If the user elects to e-file the return, then it's up to the user to click the big orange TRANSMIT RETURNS NOW button to send the return electronically to the IRS. When e-filing, it's the user's responsibility to check back to see if the e-filed return has been accepted, or rejected by the IRS.
When using the online version of the TurboTax program, the user can not print and mail or e-file until they pay their TurboTax fees for using the program to prepare their return.
