TurboTax displays my total amount due as $82. I owe $340 federal and I have a state refund of $258. Has the state refund already been deducted? Do I just pay $82 to irs?

You will have to pay the full IRS amount and wait separately for the state refund.  State refunds are not applied against federal taxes nor vice-versa.

Taxes owed can never be paid from a tax refund, federal or state.

What you are seeing is just an arithmetic calculation for the Net between the refund and the taxes owed.  It does not mean your taxes owed have been paid from the tax refund.

You still have to pay the federal taxes owed of $340 and you will still receive the state tax refund of $258.

 

Taxes owed have to be paid on or before April 18, 2023 to avoid a failure to pay penalty.
