You have three consecutive years to use your ITIN at least once on a federal tax return—as a filer or as a dependent—before it expires due to non-use.

You can ignore that message from TurboTax. It is looking at the middle numbers for the ITIN that expired if the ITIN was issued before 2013, the message is in error if your ITIN was issued at any time after 2013.

As @DoninGA said TurboTax may be wrong in flagging ITIN as expired --- this document suggests that IRS will contact you in writing when an ITIN is about to expire etc. Please read through this document --- it is also available in multiple languages .
