The Form 1040-ES that were produced are for your use to send the 2019 quarterly payments to the IRS by mail.  TurboTax does not pay or deduct these payments for you.  Nor will they be included on your 2019 tax return if you do not enter the amounts paid yourself.
You can also use the IRS website for payments instead of printing and mailing the Form 1040-ES - <a rel="nofollow" target="_blank" href="https://www.irs.gov/payments">https://www.irs.gov/payments</a>

How did you set up to pay them automatically last year?  You can make tax payments through a free US Treasury service called eftps (Electronic Federal Tax Payment System). You have to establish an account, get a PIN in the mail, submit your bank electronic transfer info, etc. Then from that website, you can log in and make any tax payments--estimates, or your Form 1040 amount due. It will let you schedule several payments ahead--up to a year's worth, I think, for individuals.

Once you establish your account, you can also make free payments by phone.
If you have an amount due on your Form 1040 this year, you can pay it via eftps as well.

 The vouchers do not result in automatic payments to the IRS. They may not even be correct, if your tax situation changes from the assumptions that TurboTax made. If you want to make estimated payments, you need to make your own arrangements with the IRS website or by sending in checks.

Right, and The 1040ES quarterly estimated tax payments DO NOT get sent to the IRS or state with your return. They are optional to pay.

Last year did you maybe set up to pay your 2017 Tax Due on a payment plan with the IRS?
