Turbo tax has given me 1040 vouchers for next year. Do I need to use these?

No, if you feel that you will not have any underpayment for 2019 even without paying estimated taxes, then you do not need to pay the quarterly amounts.  Just note that if you do have an underpayment in 2019, you may be penalized.
