Why $39.99 when I purchased Turbotax Deluxe which included Federal return, Federal e file and State return?

I finished both my federal and state tax return and want to efile both.  Why is it saying I must pay $39.99 when I paid $39.99 from Costco? What I purchased includes Federal Returns, Federal E-file, and State return.

Turbo Tax Deluxe allows you to start your return for free and you only pay when you file. It is $39.99 plus an additional $36.99 for state returns.

Turbo Tax does have a Free Edition which allows you to file federal and state returns for free if you are filing the 1040EZ or 1040A
